I think your'e getting Congress and America mixed up. It's a common mistake.

The massaging of currencies is pretty much normal fare; this however is the early phase of a big wave of protectionism.
Protectionism is an easy card for the USA to play - big nation, large internal market and their own natural resources.
For us it isn't so good.
