"It’s my land" - Yes, but in a country where people live cheek-by-jowl, some restrictions on what you can do with your land are necessary to prevent abuses like this.

It's my ambition to plant a California Redwood in the middle of my back garden, and then live long enough for it to really annoy the neighbours. According to Wikipedia the largest ones are 380ft tall and 26ft diameter. But I shall have to buy a house first.

The article says the house owner is a "civil engineer" (yet more proof that this is a contradiction in terms). If he is, then clearly a very poor one - tree roots so close to houses and ignoring planning permission. If the council had any balls they would send in a team with chain-saws when the owner was out and post him the bill.
