Indian say no thanks to UK Foreign Aid
Indian Express (India newspaper): MEA to Finance: Tell London we won’t accept aid from next April
So, even indian doesn't want UK to waste money

Sounds good to me...
Any country that has a space programme (far larger than ours) and nuclear weapons doesn't really require aid IMO.
