As I commented beneath the article:

How come the headline is "borrowing hits record levels" and yet the figures are, according to the article, actually DOWN on last year?
on both the PSNCR and PSNB measures, borrowing in the financial year so far is still below last year's level.

Might I suggest an alternative title and subtitle:
"Borrowing FALLS: Austerity measures lack justification."

Hint: could the media possibly be exaggerating the debt problem in order to flatter the party in power?
