Well, yes and no.

We know that The Home-Owner-Ist coalition like to say that they "want to encourage homeownership" (when in fact their policies achieve the reverse) but we also know that the HO coalition is basically banks, politicians, the already-wealthy, property speculators., NIMBYs and various other subsidy junkies who perpetrate these policies.

Why should homeownership be relegated to a "dream" anyway? It costs £50,000 - £100,000 to knock up a decent home, which is well within the financial reach of the vast majority of working households, and for those at the bottom, a council house with a secure tenancy is a very good second best.

The basic desire across the Anglosphere (and Spain) to own your own home is merely the fuel which the HO coalition siphon off to power their bizarre economic policies with the intention of lining their own nests and to hell with the working man.
