Why aren't the electorate already 'in the know'?

letting the electorate into the know is – most politicians agree – not what politics is about. In such a crisis, that is more than a pity; it is a disgrace.

Because everybody is obsessed with tiny little bits of the big picture. So politicians can bribe every single voter with a little bit of targetted spending or activity in the area which he cares about, but in turn every voter has to pay all the bribes that the politician has offered somebody else.

How could a government possibly retain power if the electorate realised that the government serves no purpose but merely spends its time convincing people it serves a purpose so as to retain power.

The electorate aren't in the know because they're more interested in XFactor, Eastenders and the World Cup.
