It is fraud, but because it's all done word-of-mouth there's rarely any proof. Even so, it should be painfully obvious that when a flat and a house next door are on sale at the same price, something is wrong.

I'm none the wiser but can the FSA not demand to see proof of the purchase price and compare that to the land registry price?
Surely that is evidence of fraud.
