Absolutely. This relates to property too. If you're a tax-shy Greek* or a corrupt Nigerian* official with a hoard of cash to hide, you wouldn't just put it into a bank account. Instead you buy yourself a nice flat in Kensington, safe in the knowledge that homeowner-ist governments won't dare touch your property. It's also a handy bolt-hole if a populist riot breaks out in your home country.
(*Yes they're just lazy stereotypes. No offence intended.)
