If by "green shoots are taking hold" one means that investors risk appetite has returned, then yes; if, however one means that there is an improvement in the state of the real economy, then no.
Looking at all the graphs it smacks of a confidence that there will be a recovery, not that one is actually under way and this is typical of the markets.
