it is clear things are only just starting to go bad in the real economies, look at leeds council 600 staff going, I know cheshire are talking about reductions too...

Bad news: we're back to 1931. Good news: it's not 1933 yet. Barack Obama inherits an economy already contracting at an annual rate of 6pc, much like the mid-Depression year of 1931 (-6.4pc)

The key is the very last statement:
"The state controller predicts California will run out of cash by the end of February if lawmakers do not solve the budget crisis."
It is a pressure tactic. They needed 3 republican votes they got 2. It's like a game of poker, but with the economy.
