green light for quantitative easing being given to the Bank of England

cnbc: BoE Gets Green Light for Quantitative Easing

On looking at the UK government's second bank bailout package details, Peter Dixon from Commerzbank Securities noted that one of the aspects of the package was the green light for quantitative easing being given to the Bank of England.

I can't see that video from work, however I think there permission was not given to the BoE to increase the money supply.

The £50bn allowance for purchases is being funded through the sale of treasuries, which is not printing money and hence not quantitaive easing (since QE is printing money to purchase securities, not just purchasing securities).

Searching Google news for "Peter Dixon" "Quantitative Easing" yields three articles, in none of which does he say anything of the sort.
