They're having a laugh !!!

Diversified Property: Land Investment, Bucharest, Romania

You know that company that buys agricultural land in UK and then pretends that it'll be worth £Millions "as soon as they get Planning permission". Well it's the same scam all over the world. So what you are buying land that hasn't got a PUZ, and when ( if ? ) it does you will (maybe ?) get a 50% increase in your investment ?

Romania is a dump. Anyone who has visited the country will be familiar with the vast amounts of scabby fields/wastelands that ring Bucharest, half built an abandoned 'houses' that dot these fields, crappy, disintegrating 'roads' that join them all together plus of course the state lead corruption and abject poverty that are the high lights of this troubled country. A conversation with few locals will rapidly provide you with the knowledge that most Romanians cannot even afford the cost of renting one of the existing, dilapidated, communist era flats, let alone an aspirational move to a new, out of town development. In fact, many Romanians cannot afford either fuel, food or shoes. Anyone who buys in to this scheme is an idiot that deserves to be parted with their cash.

If something looks too good to be true....if it walks and flies like a turkey.....if there's guaranteed instant profit why offer it to people you don't even know? If it's so good there ought to be no problem raising the money and doing it yourself.

Very true and well described. These places are being touted by very dubious types and they are in fact a very quick route to disaster. It's not the fault of the normal inhabitants. These places are mega corrupt and used for laundering purposes by most 'investors'. The EEC has a responsibility to it's citizens to clean up and not encourage such behaviour and in the process, endanger its established citizens. This is one of many reasons I have completely changed my opinion of the EEC. They better get their act together before every other citizen takes this view.
