Owners of flats may struggle to sell their homes next year after the extension of the compulsory home information pack (Hip) scheme to one and two-bedroom properties from December 14.

So owners of flats will struggle to sell their homes because HIPS will be too much of a burden for vendors??? Is she saying that people won't sell flats because they are too lazy? She is making less sense by the day.

Oh it's HIPS....so that's why flats aren't selling Judith....!
