Land Registry data for October are out: "London experienced the largest negative price movement this month with a change of -0.6 per cent"

Can anyone explain to me the latest figures for London? It says average price fell by -0.6% but when you look at prices per borough only 3 of them registered falls and the biggest fall was in Hammersmith at 0.4%. I don't understand it...
