Like purchasing the biggest mainframe computer you can get, just a few years or months before cheap distrbuted computing makes it irrelevant?

I wonder what the opportunity cost of just 1% of that 16 billion GBP would be.

Maybe as part of each public project the authority commissioning it should be bold enough to allocate 1% of it to fringe entreprenuers and see if they can come up with a better result....
