self cert borrowing and btl scam

already refered to yesterday, but actual programme refers to 2 scams.
1. about self cert borrowers lying - mentioned in blog yesterday
2, about BTL new units being sold at 85% of claimed price so that BTL mortgage actually covers whole price and banks carry whole risk.
Encourages reckless buying and figures for claim price make it to Land Registry which means their statistics are cast in doubt.
