Last interest rate did not make any effect on consumers confidence

According to latest figures the underlying growth in retail sales remains strong, with just a slight decrease in monthly sales in April.

This crossed my mind yesterday:
I hear there is a trend for "spewing up" - people go out and splurge on their credit cards for the pleasure of it and then go and take it all (or most of it) back.
So, the question is, are these figures net of returns?
Retail sales may be increasing, but what is the trend on returns?
