I read the article at work, and practically choked on my coffee when I saw the 'good news for those outside of London and the SE' line. 'Good news for homeowners hoping to sell', might be closer to the truth. Either this is sloppy journalism, or the sort of shameless houseprice ramping you'd expect from the Daily Express, or Channel 4 property programmes.
I'm not normally prone to slagging off the BBC, but this got my blood boiling.

I'm bored with house prices going up as it is irrelevant to most people in the UK as a house is something you actually live in!
The more it costs the longer and harder it is to pay for.
Just remember being in dept is being controlled! You're hooked into the system. And on a macro level that's what governments want us all to be. Plugged into the system, dept dependant, consumers & working to pay that dept like happy little drones that we are. All to fund the last business in town PROPERTY and its rise in value, the only thing propping up the whole economic house of cards.

Enuii, "Plugged into the system, dept dependant, consumers" - sounds like the Matrix: born and bred inside a cocoon of fantasy in order for the machines to extract what they want.. oh, hang on, that's the New Labour project. Someboby wake me up, please.

Don't know if anyone caught a Radio 4 discussion about BTL income streams just before Any Questions on Saturday.
They had 2 VIs telling you about how to manage it all. At the end of the show, there was a question "what advice do you have for any people who are BTLing". The answer was "don't panic". When asked do you think FTBs are being pushed out, they evaded the question. On BBC1 Question Time on Thursday, the question again came up- again bounced away by the Daily Mail editor on the panel (he said that there is no way that large city bonuses impact upon house prices in general).
Anyway, it seems that the powers that be are beginning to allow the market to be critiqued. Although at the moment, the conclusion is still that we are talking hogwash.
