According to anti HIPS campaigner, Trevor Kent, the timetable for the introduction of Home Information Packs (HIPs) took another faltering step backwards today following the announcement of yet another 'consultation' by the DCLG after nine years of investigations, consultations and trials...

oh, great buy a house then after exchange of contracts you find out from your Energy Performance Certificate that its the worst polluting house ever built and will cost you hundreds of pounds more in bills every year or thousands to put in insulation etc. Can I suggest that before I exchange contract I would like to see details of the EPC at least.

This really is a comlete and utter joke. First the HIP get bulldozed through the legislative process. Then they are given a test run. Then consultation issues highlighted via the test run are ignored . Then realisation that a survey "Home Condition Report" is rather pointless unless it is compiled by an independent surveyor acting for the buyer not the seller and therefore dropped as a requirement.
Now further changes to dates requirements have been announced....All this is pointing to the fact that they should not be implemented. But, the Government will point to the fact that they are an EU requirement even though the EU aspect only requires an Efficiency Certificate to be in place at the time of sale not this over the top HIP rigmarole. I wonder why the Government are so keen to push these through at all costs.....Hmmmm....let me think now.......errr....(sips coffee , clasps head in hand , takes further sip of coffee)...........ding a ling a ling...oh yes , of course, it's all so fcuking clear now....£600 (estimate cost of HIP?) will attract VAT. £600 @ 17.5% = £105 VAT take for Gordon Skidmarks. Simple really ! and VAT can always be increased to increase VAT take.
