More and more people are following their dream and moving out of the urban areas, either in pursuit of a much-vaunted lifestyle idyll or to invest in a second home. It is no coincidence that at the same time, local people are deserting the villages where the houses once occupied by their parents and grandparents have become too expensive for them.

The article is stating the obvious. If parents of children living in villages really want their children to live there, there need to be more village houses built. However self interest of the parents and of other parties tend to thwart new houses building. we cannot escape the fact there is a housing shortage. There are more houses built in towns than in villages. Rural schools are reducing numbers or closing so you can hardly say there isn't the infrastructure there to cope.
