Depends what you mean by own! If having a 95% intrest only mortgage means owning then yeah, whatever.

There's a detail missing from his logic - 'right to buy' is still alive and well, and council housing is continuing to be sold off, while the build rate in that sector is virtually zero.
It's too hot to dig out the stats, but I think this is the answer to the discrepancy
