Britain still has an essentially Stalinist planning policy which hails from the post-war Attlee government. It does not enjoy the trust of the electorate.
There is a real need to delegate the decision making process down to the lowest tiers of government, with a carrot and stick approach - those communities that fail to allocate space for additional development should be subject to a modest penalty, while those that welcome expansion should be rewarded with a share of the penalties.
A central target would need to be set for additional provision - perhaps 3% at the outset, and those communities that already have a housing density in excess of 2000 homes per square mile might be considered fully developed, and exempt from making additional provision.
National parks and SSSI's would also need to be exempt.
