I thought he was meant to be rebalancing the economy. A better choice, surely, would be building a Rolls Royce aero engine, or even a public building like a school or hospital. But no, its got to be bricks and mortar, with all the promise of the next property bubble that lies beyond.
He goes on to add: "Because we're not in the Euro, we can lay these foundations ourselves: on our own terms; in our own way". That probably means too much sand mixed into the mortar. I recommend a comprehensive structural survey for any future buyers.
