Slum Landlord? News item on prosecution of a landlord

Having just had my landlord in replacing the bathroom and the difference between my idea of a job finished and his, my attention was caught by this.

I guess I should thank my lucky stars that I don't have these people for a landlord.

When they say 'seized' does that mean the council have actually confiscated the property?

Or have they spent £25K doing it up, only for that slum LL to reap the benefit in increased rent and value?
