Slum Landlord? News item on prosecution of a landlord

Having just had my landlord in replacing the bathroom and the difference between my idea of a job finished and his, my attention was caught by this.

I guess I should thank my lucky stars that I don't have these people for a landlord.

When they say 'seized' does that mean the council have actually confiscated the property?

Or have they spent 25K doing it up, only for that slum LL to reap the benefit in increased rent and value?
