They're not offering much. Frankly, it is pretty bad that they've not been offering hybrids for years. It's much more difficult to hybridise a smaller cheap car. Arguably, you'd get greater benefits if people just drove fewer miles in smaller, efficient, ICE cars (let alone use hybrids and/or fully electric small cars). Quite, but every other pressure is pushing things in the opposite direction, encouraging and requiring more and longer travel. Jobs centralised and getting more so, shops centralised and getting more so (supermarkets, i.e. the ones people go to regularly, are here to stay even if we end up with just about everything else being delivered), and ever more people. Those are the causes, electric cars, whilst being a good thing in themselves, are just fiddling around with the symptoms.

It reminds me of this, which has the significant benefit of not falling over if something trivial goes wrong. And that one doesn't work either. https://www.wired.co.uk/article/china-elevated-bus-scam

Reasons and reactions The funny thing is that the majority of the smog (in Beijing at least) isn't caused by traffic, but rather the huge polluting factories which encircle the city. Was there during a national holiday and it was a completely different place. Blue skies, rather than mustard coloured!

They're viable for a lot now, but that "lot" are mostly those who can afford to have another car lying around for the odd long distance journey.
